Use a descriptive topic title!
A good topic title conveys something about the content of the post so that a reader can decide whether the post is worth reading or whether it doesn't pertain to the reader's interests.
For example, "just wondering ..." is a terrible topic title because it provides zero information about the content. Let's assume that the poster is wondering whether (s)he should use a pistol in the offhand as mesmer. In that case "is an offhand pistol a good choice for a mesmer" is a much much better topic title because it immediately shows what the post is about.
Descriptive topic titles are essentially a nod to other forum users that you are doing your part to make their forum experience better by providing relevant information up-front.
Create engaging post content!
The forum is primarily a medium to interact with other members. Generally this means that at the very least the first post in a thread should be worded such that it either provides information the reader may want or it engages the reader in a discussion.
For example, a post that says "I like the color blue." is fairly meaningless because that information is irrelevant to the reader and it is also not a call to action.
You can see many threads on this forum, especially in the PvP section, where members took their time to explain certain concepts to the readership. Those posts are educational. Likewise there are many posts that end in a question where the poster essentially solicits a reply from the readership.
These posting guidelines primarily apply to the first post in a thread. Once the discussion in a thread is ongoing it's perfectly fine to simply reply with a statement which doesn't necessarily have to be that informative and also doesn't need to solicit any kind of action from the readership. Simply stating an opinion is also good form at that point because it provides a basis for discussion.
Somewhat related, when you come across a post you liked then please do make use of the LIKE button in the lower right section of the post. This provides valuable feedback to the poster that they did something someone else appreciated. Warm and fuzzy feelings all around.
