Quite a while ago when I was wondering through the internet, I ran into a thread with some very good advice and builds/skill facts for necros. I have since forgotten most of the thread, but I remembered the basics of one of the lifesteal necro builds and was wondering what people are thinking about it right now.

I run/ran a tanky vampiric necro for many moons. It has served me pretty well in group and outnumbered fights.
As for random thoughts I've had about it:
I personally like mixing blood magic with soul reaping. Gives exceptional intake for both health bars as long as you play smart.
More enemies means more objects to siphon from, more tags, more bags, and more opportunities to rally if you're downed.
I also have had a lot of luck with mixing the passive Parasitic Bond trait (spite. Gain health on kill) with sigil of restoration and omnom berry compote. I gain roughly 1.6k to 2.6k hp per kill, with the addition of gained lifeforce. So as long as you keep up aoe's in group/zerg fights, you're pretty golden. Save your fears and interrupts for enemies that are low or trying to heal/rez/stomp.
In the beginning I thought about using vampire runes, but read that they were bugged. They had been bugged since launch up until around last month or so. I honestly don't think I'd give up my melandru runes anyway. Necros don't have a vast selection of stun breaks as it is, and they're already good at shaking off condis, so melandru runes just complement both.
As for 1v1 situations-
It's okay in terms of pve, such as having to solo bosses. Pretty simple and straight forward rotations.
As for dueling other players, though, it's a bit of a different story. You don't get that advantage of siphoning from multiple targets at once, so you have to play much more restricted. I've managed to kill heavies such as shoutbow warriors, or shout gaurdians- but in doing so it took ages. You're pretty much in it for the long haul if you stat tanky. I have also dueled a number of d/d eles, and each time the duel didn't have a victor. I recall one going for 30 minutes- we eventually just stopped and laughed. Thieves and engies are probably the trickiest to fight against with it.
All in all you're gaining maybe anywhere from 35 to 100 or even 140 hp per hit, depending on traits. So really, it's not an awful lot. It would be more, if necros were given some actual combo finishers to use in their dark fields, but nope. Granted, it's also per hit, and you can hit a lot of people in a short amount of time. I'd still say you definitely have to reinforce your hp gain in other ways on top of it if you want to go that route.

If you want to talk about weapon sets for it, I'd say dagger/focus probably has the highest single-target dps and sustain. Most pvper's would look at you kind of funny though. Use focus 4 only when you're close to the target. Gives you more regen and stacks up to 12 vulnerability on them. Sigil of rage is a damn good and underestimated sigil for that.
Staff with targeted wells is an okay option if you want to play more of a back line support roll. You'll be giving the front line combo fields, hitting lots of enemies, and you'll be able to tank more than the rest of the back line so you can help keep them up or soak up damage for them.
The combination I use most is axe/horn. Moderate, somewhat slow single target damage, but has fair aoe. Much more of a skirmishing type set which can dish out a lot of cripple, which in conjunction with tainted shackles can help slow down groups of enemies and allow your dps allies to do their job.

Thanks! I have mainly been playing condi lifesteal, so I think there is a difference in the usage. Condi lifesteal manages to be quite good, but it gets countered by hard CC and stealth. I haven't chosen a food (if I can even afford it) but all of my options sound interesting. S/D and D/W work together nicely, stacking conditions and the switching for some CC and lifestealing. Because I had to go 3 deep into spite I ended up with two trait slots that I didn't expecially need, but I fit signet mastery and took Signet of spite and Signet of Locust, which ended pretty well. In the other slot I fit BiP for even more bleeds and additional might. It seems to work for me, so.... yeah.
