Highlights:
Vulnerability will apply to Condition Damage as well, still stops @ 25 stacks
All Damage Dealing Conditions will stack above 25 stacks (all damages will be adjusted, including burning/poison. Burning will still remain the highest tick)
Confusion will deal small DoT + Current damage as when opponent attacks
Poison will only stack damage, not healing debuff (meaning 33% debuff, no matter # of stacks)
The formulas are still being adjusted, but to give you an idea, the break-even point before you start doing more damage is around 700 condition damage

For PvP/WvW? No, not if you ask me. 25 was plenty to have all on one character thanks. This decision has me a little surprised and confused, my facial expression equates somewhat close to this -

They also detailed how skill points will be translated into currency:

I dont understand why they are taking of the 25 stack limit for conditions. Good for PvE, bad, bad, bad for any form of PvP.
Glad for the new wallet tho, I have 4 stacks of those tournament tickets, a few stacks of geodes in the bank, and a few stacks of bandit crests sitting on my war. I'll be glad for the space back. I wish they would expand some of the collections too though, There are things that very clearly should have their own collections but dont.

If so then really I'm no longer concerned about the change. (Well I'm sort of concerned since sup siege takes 1 sp right now and you wont be getting sp or spirit shards through lvl up over lvl 80 anymore.)

Based off what was previously said, I think getting to level 80 + getting 60 Hero points will get you all skills and traits in the game under the new system. At level 80, you'll get spirit shards as drops, so depending on drop rate its not a big deal.

I haven't read all the news. What are hero points? Also, there seems to be 203 skill points to be had from skill challenges in Tyria and WvW. I did a quick tally on sp needed for skills needed for most classes + racial skills. Its ~230 sp needed. So 80+60+203 = 343. Do the extra 110 sp get turned into spirit shards?

I dunno Its all uncertain to me, which is annoying. I like to know exactly how something is going to work, as soon as they announce it. I'm allergic to suspense.

I agree that removing the cap for PvP could be a bad idea, but realistically, if you get whacked with 25 stacks of bleed or whatever, you're pretty much dead anyhow, so maybe it won't make too much difference?

Hero points are the replacement for skill points when it comes to unlocking skills. You'll earn one for each level, then one for each skill (hero) challenge. You'll use these to unlock both skills and traits, I think.
So hero points will be the new currency for unlocking skills and whatnot, spirit shards will be the currency for everything else.
Basically what Toothpick said, I can give you much more detail and links explaining tonight. Basically when they introduce the new trait system + specializations, you will earn hero points (currently they have said through leveling and current skill point challenges) to allocate to each trait lineor skills. Basically getting to level 80 + 60 some odd number hero points would unlock all current traits and skills for a class. They picked ele to show it off on which can be kinda confusing, but i'll find the links in about 2 hours.
Skill and trait unlocking is transitioning into a new system. Profession reward tracks are packages of skills, traits, specializations, and items that will make up the new unlock system. Rather than completing specific content for specific unlocks, everything will be unlocked by spending Hero Points on these new reward tracks.

Starting at 12:30 in this video, they begin going over how the panel works and how you can allocate points etc.
So listening to that, Placeholder numbers are 400 points earned for reaching level 80. Estimated 220 hero challenges in the current Tyrian maps. All traits + skills are currently (core specs) estimated at 465 Hero Points. You can pick and choose where to add your points, though it's like WvW in that you have to get some skills before you can get another in that line set (I.e. Cleansing Fire is the first Cantrip skill unlocked).

This, I don't know. I assume it'll calculate what you've earned level wise and what you've unlocked on the map and give you that amount of Hero Points (So if you're level 80, you'll have 400 at least) you've earned. Then you'll allocate them as in the above video since you do it once only and can't take them out. I assume all skill points you have will be converted to spirit shards.
So if hero points will be the new skill points, but existing skill points are being converted into spirit shards, would it not make sense to log in to each of my alts that I rarely play (all of which are 80) and spend some of my excess skill points on whatever skills each alt hasn't yet unlocked, thereby saving me from having to play my alts further?

Seems like a good idea to me. I guess I should probably do the same.... The thought of having to find skill point challenges all around the pve world just to get clutch skills sounds too much like work.

My assumption is (granted I dont read the news and the hype), that they will take all previously spent skill point and convert them into spirit shards, then take your lvl, plus skill challenge points and make those 'hero' points and just have to redistribute your hero points.
This may or may not be what happens. Either way I don't think you can lose by going ahead and buying those skills now.

You might just lose those skill points--I'm not sure if spent skill points will get converted into Spirit Shards or just basically poof away; at best you're going to break even, and at worst you're going to have wasted some Spirit Shards. They're rolling out an entirely new system for unlocking things, and unlocks themselves won't be retroactive. When you log in on Tuesday, you won't have any skills or traits unlocked, and you'll have Hero Points based on your character level and whatever skill challenges you had previously completed. You'll then be able to use your Hero Points to unlock skills and traits as you see fit.
It seems to me that Slein might be right on this one. It kinda sucks to have to take a guess.
On a side note, I guess anet finally found a way to take us out of WvW...
You shouldn't really have to worry about it unless you care about completion for completion's sake. At least for most classes, you should be able to unlock all the skills and traits you actually need just from the Hero Points you'll have already; you don't need to unlock everything.
