Pretty much this. All of this. I was under the impression that they were account bound on acquire, soulbound on use. Either way, I completely agree with you. Them being able to be traded means all the degenerate power traders out there can get them without playing the game. I liked the "Hey, if you want this, you have to actually go out and explore the world and do x, y and z for it. Not just stand in Kamadan (or in this case, a black lion npc) all day." aspect of it which I thought was originally present.
