What they are saying is that they locked the character creation on the majority of the servers. For the most part people were able to log in with the characters they have already created during Beta 4 or during the early hours of Early Access. If you are just making a character now, or during Official Release, you will not be able to join the locked servers at this time.
They did announce that there will allow server transfers in the near future.

The game looks great. I do want to play it and am willing to pay a subscription fee. However, I was expecting them to have some semblance of a contingency plan if participation was higher than expected. They should have had an idea from Beta 4 when I couldn't even play on Sunday because my server was locked. I tried for 8 hours off and on and couldn't even get into the game. When I first played WoW, there was a 2-3 hour queue and if you were in a queue it would log you in automatically when your turn was up. I don't understand why the games I play don't do that more often, especially at launch.
And that's really my fear for this coming week when the game officially launches. I'm going to want to play and I won't be able to log into the game because the server has been locked/full for 4 days. I have two 1.0 characters (two accounts) that have at least one job at level 50 so I'm not that interested in playing a new character right now. In Beta 4, some people who got disconnected couldn't reconnect at all because the lobby server wouldn't release their previous session which I suspect also counts towards the population count on the server. We have old linkshell members joining us for the first time for V2 and even they can't log in or create characters. That's not a great first impression for new players either.
Sorry for the rant so early in the (US) morning. I haven't even finished my coffee yet.

FFXIV seems to be a good game, but these server side issues are certainly botching the launch.
I have a character on Leviathan and cannot even log into it myself. Thinking of moving to a different server after all.
