It's certainly been difficult.  Activity has dropped off quite a bit as players either left the game, or left the server.
The problem is further complicated by Anet having implement a system where PvE players from different servers use the same map, which really destroyed any kind of server affinity PvE folks had.

With the PvE folks basically no longer caring which server they are on it leaves the WvW folks, and many of those have left over time which resulted in a tier drop of the server as well as greatly diminished activity on the forum.

Rill has been tirelessly running PvE events in-game till the megaserver came about and has continued forum events, but one can only do that for so long till there's the danger of burn-out.

Ultimately the forum usefulness as entertainment source depends on members logging in and posting.  Rill can run the forum games, Sorrows can post GW2 news, and I can keep the lights on, but members are the only ones who can create content for other members.

It seems to me that the current level of activity is the new normal.
