At least in a PvP context, Staff is very core to power Revenant, and fairly shit on Thief.

Idk about the staff thief thing.  I've been playing a brawler style staff thief in stronghold and it just trashes people.  As long as I don't get over zealous and over stay my welcome I never die with it.

Unless it's received major buffs in the last month or so while I haven't been paying close attention, Staff on a thief is okay as a bad-stomper, but quite ineffective against good players (granted, good players are probably still pretty rare in Stronghold queues).  The damage is very telegraphed and relatively easy to avoid, and without ready access to stealth, good opposition will thread a CC in between your evade frames and blow you up.  It's not completely non-functional if you only look at it in a vacuum--almost anything in GW2 works on some level--but it is strictly worse than other builds/classes.  Power revenant, in particular, can basically do everything a staff thief can do, but with better survivability, better mobility, and less counterplay.

Just how does a rev have more mobility then a thief?  Thief has steal, SB and perma swiftness along with more useful utilities that don't hinder you because of energy constraints.  Condi is a direct counter to both classes as neither one can handle heavy condi pressure.  I'll give rev a small step up with survival but a good player is going to just wait out glint heal and then finish you off and shiro heal isn't that great under pressure.  They both have their ups and downs but brawler thief is far from subpar to rev if both in the hands of good players.  Thief is just more selfish

If you're finding Staff Thief more survivable than Power Rev, then either you're playing against people who don't understand how the Thief skills work, or you aren't using the Revenant skills well.

I popped back on tonight; still can flip camps solo on staff ele, still can (sorta!) duel 1v1. Got wall down on a tower and stomped, got arrow carted to death on hills; good times. Was hunted and smashed by a small group a half dozen times. Made me miss the old days. =)
